720 ILCS 646/10 – Definitions

This section explains key words used in the Illinois Methamphetamine Control and Community Protection Act.

“Anhydrous ammonia” means a type of chemical often used in farming or illegally to make meth.

“Anhydrous ammonia equipment” means anything used to safely store, move, or use anhydrous ammonia for legal purposes.

“Booby trap” means a hidden device meant to hurt someone who enters or moves through a place where meth is or was made.

“Deliver” or “delivery” means giving or passing a controlled substance to another person.

“Director” means the head of the Illinois State Police or someone they choose to act for them.

“Dispose” or “disposal” means getting rid of meth waste in a way that could harm the air, land, or water.

“Emergency response” means cleaning up or securing a meth lab or meth-related site after it’s been found.

“Emergency service provider” means police, firefighters, paramedics, or similar people who help during emergencies.

“Finished methamphetamine” means meth in a form ready for someone to use.

“Firearm” means a gun or weapon that shoots bullets.

“Manufacture” means making or preparing meth or the chemicals used to make it.

“Methamphetamine” means a strong illegal drug known as meth, except for drugs like MDMA (ecstasy) that have separate laws.

“Methamphetamine manufacturing catalyst” means a substance used to speed up or improve the meth-making process.

“Methamphetamine manufacturing environment” means a place, like a house or car, where meth has been made or where related chemicals or trash are kept.

“Methamphetamine manufacturing material” means any chemical, tool, or item used or meant to be used to make meth.

“Methamphetamine manufacturing reagent” means a substance used to cause a chemical reaction when making meth.

“Methamphetamine manufacturing solvent” means a liquid used to dissolve or wash chemicals during meth production.

“Methamphetamine manufacturing waste” means leftover chemicals or equipment from making meth, other than the finished drug itself.

“Methamphetamine precursor” means certain chemicals (like ephedrine or pseudoephedrine) used to make meth.

“Multi-unit dwelling” means a building with two or more living spaces, like apartments or hotel rooms.

“Package” means a product sold as one complete item that isn’t meant to be split up for sale.

“Participate” or “participation” in making meth means doing, helping with, or trying to make meth or its ingredients.

“Person with a disability” means someone who has a lasting physical or mental condition that makes it hard to care for themselves.

“Procure” means to get something, whether legally or not.

“Second or subsequent offense” means breaking this law again after already being convicted of a drug-related crime before.

“Standard dosage form” means a normal pill or capsule made by a legal company that contains a regular amount of meth-making chemical.

“Unauthorized container” means a container not made for holding anhydrous ammonia, like a propane tank or cooler, but not a proper ammonia tank or refrigeration system.
