720 ILCS 5/33E-2 Definitions

This subsection discusses what certain terms mean when used in this chapter.

(a) “Public contract” means agreements for people to take money from the government in exchange for goods or services.

(b) “Unit of State or local government” means Illinois or any government for a smaller locale, like a county or municipality.

(c) “Change order” means something that changes the terms of a contract, related to the cost or timeline.

(d) “Person” means an individual or non-governmental organization.

(e) “Person employed by any unit of State or local government” means someone who works for the Illinois or local government.

(f) “Sheltered market” means a situation where a contract is specifically given to people in protected groups, including minorities, women, people with disabilities, and veterans.

(g) “Kickback” means gifts (including money) given to a person in order to be given an advantage when considered for a government contract.

(h) “Prime contractor” means someone who is in a public contract.

(i) “Prime contractor employee” means someone who represents a prime contractor.

(i-5) “Stringing” means setting up a contract in such a way to avoid the normal bidding process.

(j) “Subcontract” means an agreement between the original contractor and someone else to help with the job.

(k) “Subcontractor” means someone who offers to help another entity complete its contract.

(l) “Subcontractor employee” means someone who represents a subcontractor.
