720 ILCS 600/2 Definitions

(c) “Deliver” or “delivery” means giving or trying to give drugs to another person, whether you get paid or not.
(d) “Drug paraphernalia” means any tools or items meant to make, test, store, or use illegal drugs. This can include things like pipes, spoons, or kits used to prepare or take drugs. It does not include items used to test for fentanyl or harmful drug mixtures.
