Joshua Boardman: What they need to pull over a driver on the road is reasonable suspicion. So, reasonable suspicion could be erratic driving. Reasonable suspicion could be other officer observations, but probable cause can be obtained once they are actually conducting the stop. To conduct the stop in the first place, they would need reasonable suspicion.
