574.120. Making a terrorist threat, second degree — penalty.
It’s a felony to make threats or false reports that cause panic — even if you didn’t mean for it to go that far.
This law makes it a crime to spread threats or false information that lead to evacuations, quarantines, or closures — even if you didn’t intend it, but ignored the risks and did it anyway.
1. A person commits second-degree making a terrorist threat if they recklessly disregard the risk of causing public disruption (like evacuation or closure of a building or transportation area), and knowingly:
- (1) Make a clear or implied threat about something dangerous to life;
- (2) Falsely report a life-threatening situation;
- (3) Cause others to wrongly believe that a dangerous incident or condition is happening.
2. Making a terrorist threat in the second degree is a class E felony.
3. This law does not apply to anyone who acts in good faith to try to prevent harm.
