302.420. License reinstatement, substance abuse traffic offender program — professional assessment — supplemental fee, disposition, failure to remit, penalty.
You must finish a substance abuse program and pay fees to get your license back after suspension for drugs or alcohol.
If your license was suspended or revoked for a drug- or alcohol-related offense, you can’t get it reinstated until you complete a treatment program and pay certain fees.
1. To get your license reinstated after a suspension or revocation under sections 302.400 or 302.405, you must:
- Pay a $20 reinstatement fee
- Successfully complete a Substance Abuse Traffic Offender Program (SATOP)
2. You must also:
- Pay program fees (amount set by the Department of Mental Health)
- Pay a supplemental fee that helps fund SATOP or similar programs
Program administrators must send the supplemental fees (minus 2% for admin costs) to the state each month. Interest is added to unpaid balances. These funds go into the mental health earnings fund.
3. If program administrators don’t send the fees on time:
- They must pay a penalty equal to the interest owed
- If not paid within 6 months, the Missouri Attorney General will take legal action to collect the money
- Courts will also charge attorney fees and court costs to the delinquent program
