Scott Michael Dunn: Can you be charged with a sex crime without penetration in Illinois?
Joshua Boardman: Within the purview of sex crimes, you’ve got grooming charges, you’ve got child pornography charges, you’ve got traveling to meet a minor charges. You have all these different types of criminal behaviors that are sex crimes under the Illinois criminal statutes but involve no penetration whatsoever. And also sexual abuse has its own caveat within the Illinois criminal codes and you can be charged with sexual criminal abuse and it does not require any penetration. It is unwanted touching or allegations such as those.
