574.115. Making a terrorist threat, first degree — penalty.
It’s a felony to make threats or false reports that scare people or disrupt public places.
This law makes it a crime to intentionally cause fear or panic by threatening harm, making false reports, or causing others to believe something dangerous is happening — especially when it affects 10 or more people or leads to evacuations or closures.
1. A person commits making a terrorist threat in the first degree if, with the intent to frighten ten or more people or cause evacuation, quarantine, or closure of any part of a building or transportation facility, they knowingly:
- (1) Make a clear or suggested threat about something dangerous to life;
- (2) Falsely report a dangerous situation that could risk lives;
- (3) Cause others to falsely believe that a life-threatening incident or condition is happening.
2. Making a terrorist threat in the first degree is a class D felony.
3. This law does not apply to someone who acts in good faith to prevent harm.
