720 ILCS 5/21-1.4 – Jackrocks Violation (Placing Dangerous Objects on Roadways)

This law makes it illegal to have or throw sharp objects on roads that can pop car tires.

This Illinois law says that people cannot make, sell, have, or throw sharp, tire-popping objects called “jackrocks” on any property. Only police officers doing their jobs can use them, and breaking this law is a Class A misdemeanor.

(a) A person breaks this law if he or she knowingly:

  1. Sells, gives away, makes, buys, or has a jackrock.
  2. Puts, tosses, or throws a jackrock on public or private property.

(b) The word “jackrock” means an object, like a caltrop, that has one or more sharp or rounded points meant to poke or damage car tires. It does not include a tire-popping device that is used only in one direction if there is a clear warning sign telling people that it’s there.

(c) This law does not apply to law enforcement officers who use jackrocks while performing their official duties.

(d) Sentence: Breaking this law is a Class A misdemeanor.
